The answer is in point-slope formula. You have to take the two intercepts and get the slope. The slope would be 3. Then the point-slope formula is (y-y1)=m(x-x1). They have (y+?)=?(x+1). You have to look at the points that are given and plug them in the equation. 
So, the final answer would be (y+2)=3(x+1).
